Class code 9554: sign installation, repair and removal in Florida

Code 9554 is the Florida classification for crews that install, maintain, repair, remove or replace signs away from the shop, along with their drivers. The 2026 Florida rate is $5.265 per $100 of payroll. If you came here looking for garage doors: overhead door installation is not 9554. Florida rates it under Code 3724.

What code 9554 covers

Typical duties

  • Set channel letters and sign cabinets on storefronts and building facades
  • Install pylon and monument signs, including setting the sign on its base
  • Service lit signs in the field: lamps, LED modules, ballasts and faces
  • Remove old signs and patch the mounting surface
  • Swap faces and panels when a tenant or brand changes
  • Run bucket trucks and lifts to reach signs at height
  • Drive the truck that carries signs and crew to the site

Operations included

  • Installation of signs away from the insured's shop
  • Field maintenance and repair of signs
  • Removal and replacement of signs
  • Drivers who serve the sign installation crews
  • Sign work that NCCI once split among Codes 9545, 9549 and 9552, which Item B-1335 combined into 9554

What code 9554 does not cover

  • Building the sign in the shop is a manufacturing operation rated by material, such as Code 3064 (listed on the Florida pages as neon sign manufacturing), not 9554
  • Overhead and garage door installation goes to Code 3724 under Florida's 5102 wording
  • Electrical wiring inside a building, beyond the sign itself, is Code 5190 when an electrical contractor does it

Code 9554 rate and cost context

The 9554 rate has fallen hard on the FWCJUA tables, from $9.14 in 2022 to $5.265 for 2026. The code prices field work: lifts, ladders and roadside sites, not shop work.

A sign company with its own fabrication shop pays two rates: 9554 for the field crews and a manufacturing code for the shop. The split between them often matters more to the premium than the base rate does.

Filed rate by year (January 1 effective date)
YearRate per $100
2022$9.14
2023$7.33
2024$5.71
2025$5.76
2026$5.265

If you are placed in the FWCJUA

Florida’s residual market charges the voluntary rate plus a surcharge on the voluntary premium: 93% in Tier 1 and 183% in Tiers 2 and 3 for 2026. On this code that works out to about $10.16 (Tier 1) or $14.90 (Tiers 2–3) per $100 of payroll before any experience mod.

Example: estimating code 9554 premium

Example for a small Florida sign installation crew with the payroll below, priced at the 2026 rate for 9554.

Annual payroll in this code$180,000
Voluntary-market premium (rate × payroll ÷ 100)$9,477
FWCJUA Tier 1 (with 93% surcharge)$18,291
FWCJUA Tiers 2–3 (with 183% surcharge)$26,820

Example only. Assumes no experience modification, schedule credits, expense constant or taxes. Minimum premium applies if the result is lower ($687 / FWCJUA $2,900).

Misclassification pitfalls for code 9554

Shop installers reported only under the shop code

When the same employees build signs in the shop and hang them in the field, the field hours belong in 9554. Without time records, auditors cannot give you the lower shop rate for those hours.

Garage door crews put on 9554

This code is about signs. Florida's door and window wording assigns overhead door installation to 3724, which is listed at $2.620 for 2026. Garage door installers should not be on a sign code.

Electricians on a sign job

If a sign job needs a new circuit run through the building, that wiring is the work Code 5190 describes. When your own people do it, document it on the work order so the auditor can see what was sign installation and what was wiring.

Subcontracted crane or lift operators

Section 440.10 makes the contractor liable for a sub's employees when the sub has no coverage. Get the crane company's certificate before the lift arrives.

Codes that sit next to 9554

  • Code 3724: The Florida code for overhead and garage door installation, and for many equipment erection jobs.
  • Code 5102: Florida's code for specialty installers of doors, windows, shower enclosures and storm shutters.
  • Code 5190: Electrical wiring within buildings, for the electrical contractor who wires the circuit the sign connects to.
  • Code 3064: A Florida manufacturing code for sign makers; shop fabrication is rated by the materials used.

Payroll and audit notes for code 9554

Field installers, helpers and the drivers who take crews to the job belong in 9554.

If you also fabricate, track shop hours and field hours by employee. Florida auditors work from the time records you keep.

Keep work orders that show installation, service and removal jobs; they support the 9554 payroll at audit.

Ask every subcontractor for a certificate of insurance or a Florida exemption certificate before the job starts.

Code 9554 questions

What is class code 9554?

Sign installation, maintenance, repair, removal or replacement away from the shop, plus drivers. In Florida it is $5.265 per $100 of payroll for 2026.

What is the workers comp code for garage door installation?

In Florida, Code 3724. Florida's door and window wording sends overhead door installation to 3724, so it is not 9554 and not 5102.

Does 9554 include building the sign?

No. Shop manufacturing is rated separately, by the material the sign is made of. Only the field work is 9554.

Why did my policy say 9552 or 9549 before?

Those were older NCCI sign codes. NCCI Item B-1335 combined 9545, 9549 and 9552 into 9554, so a current Florida policy should show 9554.
